Bihar is preparing new rules requiring district-level approval for multi-storey buildings in rural areas, aiming to improve construction safety and accountability. The system will require building plans to be examined by District Panchayati Raj Officer, the District Development Commissioner and other officials before approval.
Under the framework, buyers’ payments for projects must be kept separately, with builders required to provide construction details and progress updates. Builders will also be responsible for correcting structural defects for five years after completion. If defects are identified during this period, buyers can demand repairs from the builder.
The regulations will require builders to disclose details, including built-up and saleable areas, and restrict construction activities without approval. Ground-plus-one houses will remain exempt from the approval requirement. The rules are intended to strengthen oversight, improve transparency and promote multi-storey construction in Bihar’s rural areas.
