Bihar Approves New Highway Toll Policy with Differential Rates

The Bihar government has approved a new highway toll policy that links user charges to the width of roads. Under the new framework, highways narrower than 5.5 metres will remain toll-free, while wider and multi-lane roads will attract higher toll rates based on their construction and maintenance costs. The policy also provides relief to urban commuters by exempting roads passing through municipal areas from toll collection. Additionally, Major District Roads (MDRs) have been kept outside the toll regime. Several key highway projects have been identified for toll collection, although major corridors such as JP Ganga Path, Atal Path, and Pethia Path have been exempted. Officials said toll charges will be calculated on a per-kilometre basis, with six-lane highways attracting the highest rates. The government said the policy aims to create a sustainable funding model for highway maintenance while reducing the burden on commuters using smaller roads.
