The Bihar government has announced a major revision in Minimum Value Register (MVR) rates, significantly increasing official land valuations across the state. Under the new policy, MVR rates have been raised by 1.6 times in rural areas and up to two times in urban and peripheral regions. The decision aims to bridge the gap between market prices and government-assessed land values, which had not been revised for years.
The move is expected to substantially benefit farmers whose land is acquired for government projects. State officials estimate that compensation payouts for land acquisition will increase by thousands of crores of rupees under the revised rates.
The government has also enhanced incentives for women property owners by increasing stamp duty concessions on property registrations. Additionally, Bihar has introduced a mechanism for annual MVR revisions of five percent, along with a comprehensive review every three years. Officials say the reforms will improve transparency, boost revenue collection, and better reflect changing land values.
