Bihar’s New Land Rule From May 21: No Property Registration Without CO Verification

The Bihar government is set to introduce a major reform in land registration from May 21, making Circle Officer (CO) verification compulsory before any property sale or registration. The move aims to improve transparency, curb fraud, and reduce long-standing land disputes across the state.

Under the new system, land-related documents must first be uploaded to an online portal, where applicants will provide administrative circle details. The portal will then forward the information to the concerned Circle Officer for verification. Officials are expected to submit their reports within a fixed timeline, reportedly around 10 days.

The verification report will include key details such as ownership authenticity, whether the land is government-owned, the presence of disputes, and the validity of submitted documents. Authorities clarified that delays by officials will not halt registrations, as accountability mechanisms are being introduced. The reform is part of Bihar’s broader effort to digitize land records and streamline property transactions.
