Bihar Allows Postpaid Option for Smart Meters, Eases Consumer Concerns

Brief By Newsbrief / 8:48 AM on 16 Apr 2026

In a significant policy shift, the Bihar government has allowed consumers to choose between prepaid and postpaid modes for smart electricity meters, offering greater flexibility and addressing widespread public concerns. Earlier, users were required to recharge in advance under the prepaid system, which had drawn criticism from both consumers and opposition parties.

While the installation of smart meters will remain mandatory, the government has now given users the freedom to decide how they wish to pay for electricity. Officials have clarified that this change will not affect electricity tariffs, as rates are determined by the State Electricity Regulatory Commission.

The prepaid mode continues to offer advantages such as real-time consumption tracking, online payments, and potential incentives like bonus units or discounted usage during specific hours. Meanwhile, the postpaid option provides the familiarity of traditional billing.

The decision is being seen as both a consumer-friendly reform and a strategic political move ahead of upcoming electoral challenges.
