Bihar Cracks Down on ‘Dual Enrolment’, Links Student Records to Aadhaar

Bihar’s education department has uncovered nearly 20 lakh cases of “dual enrolment”, where students were registered in government schools to avail benefits like uniforms, scholarships, and textbooks while actually attending private institutions. The malpractice has led to misuse of public funds and raised serious concerns over transparency in the education system.

To address this, authorities plan to link every student’s record with APAAR ID (Automated Permanent Academic Account Registry) and Aadhaar in the upcoming academic session. The move aims to implement a “One Nation, One Student ID” system, ensuring that no student is enrolled in multiple schools simultaneously.

Officials also highlighted that irregular attendance, especially in rural areas during agricultural seasons, is affecting learning outcomes. Surveys indicate declining basic literacy and numeracy levels among students. The government has pledged stricter monitoring, increased parental engagement, and targeted interventions to improve attendance and restore academic integrity.
