Bihar Cracks Down on Government Employees’ Social Media Use with Strict New Rules

The Bihar government has introduced stringent rules regulating social media use by its employees under the amended service conduct regulations, 2026. The move aims to maintain discipline and protect the government’s image in the digital era. Employees are now barred from expressing personal opinions on government policies, schemes, or court judgments on platforms like Facebook, X, and Instagram without prior approval.

The new rules also prohibit the use of official email IDs or phone numbers for personal social media accounts and ban anonymous or pseudonymous profiles. Recording videos, capturing images, or sharing confidential office content online has been strictly restricted, with violations inviting disciplinary action.

Additionally, employees are forbidden from posting politically sensitive or provocative content related to caste, religion, or public figures. The government has also limited participation in competitive exams to a single attempt with NOC during service. The decision has created heightened caution among employees across departments.
