The Bihar government’s Cabinet Secretariat Department has issued comprehensive guidelines on the respectful rendition of ‘Vande Mataram’, in line with directives from the Union Home Ministry. The order aims to ensure uniform decorum and proper protocol during official performances of the national song across the state.
According to the guidelines, whenever both the national song and the national anthem are played, ‘Vande Mataram’ must be performed first. Citizens are required to stand in attention during its official rendition, which has a prescribed duration of approximately 3 minutes and 10 seconds.
The directives specify occasions for its performance, including ceremonies involving the President or Governor, national broadcasts, flag hoisting events, and civil investitures. Schools have been instructed to begin the day with community singing and promote awareness about national symbols.
An exception has been made for cinema halls, where standing is not mandatory during screenings to avoid disruption.
