Bihar’s ambitious land records digitisation programme is facing significant delays, with authorities struggling to meet deadlines due to acute staff shortages and a growing backlog of applications. Officials report that more than 46 million cases related to land reforms, mutation, and record updates remain pending across the state, highlighting the scale of the challenge.
The initiative, aimed at modernising land management and improving transparency, has slowed considerably due to limited manpower. A shortage of circle officers and revenue staff, along with officials being assigned additional responsibilities under other government schemes, has further strained the system.
The delays are already affecting rural communities, where farmers and landowners are facing difficulties in accessing documents and resolving disputes. Experts warn that without immediate administrative strengthening and better coordination, the backlog could worsen, undermining public confidence and delaying critical land reforms essential for development and governance.
