Bihar Police Issue Mandatory Safety Rules for Coaching Institutes

Bihar Police have issued comprehensive guidelines to regulate coaching institutes across the state, making registration and police verification of all staff mandatory. Institutions must prominently display their registration numbers and ensure CCTV surveillance, biometric attendance systems and adequate lighting on campus. A Fire No Objection Certificate (NOC) from the fire department has been made compulsory, along with proper emergency exits and regular mock drills to handle fire, earthquake or flood situations.

The guidelines also stress mental health support, directing institutes to provide career and psychological counselling. Parents must be informed about prolonged absenteeism or poor performance in mock tests. To strengthen women’s safety, institutes are required to promote awareness of the 112 emergency helpline and display contact details of local police authorities.

If transport facilities are provided, drivers and assistants must undergo police verification. The move aims to create a safer, more accountable academic environment for students statewide.
