Savarna Commission Orders Full EWS Certification, Seeks Housing Support

Bihar’s Savarna Commission has issued firm directives to district administrations to ensure 100 percent issuance of Economically Weaker Section (EWS) certificates to all eligible applicants from the general category. At a review meeting held at its Bailey Road office, commission chairman Dr Mahachandra Prasad Singh stressed that procedural delays and administrative apathy would no longer be tolerated. Divisional commissioners have been instructed to immediately resolve bottlenecks in the certification process.

The commission also flagged shortcomings in the existing EWS rules and said consultations with the General Administration Department and the Revenue and Land Reforms Department were necessary to remove ambiguities. All districts have been asked to submit detailed data on issued, rejected and pending EWS certificates, indicating tighter monitoring ahead.

In a significant recommendation, the commission proposed allotting five decimals of homestead land to landless poor families from the upper castes. Citing data, it noted that over 25 percent of the general-category population falls under the EWS bracket, many earning around ₹10,000 per month. Officials believe the move may have both welfare and political implications as the state seeks to recalibrate its social and economic outreach.
