Bihar Home Department Revokes Suspension of Former Muzaffarpur Commandant

The Bihar Home Department has withdrawn the suspension of former Muzaffarpur district commandant Harendra Kumar Singh with retrospective effect from July 3, 2019, granting him significant relief. The decision follows a ruling by the Patna High Court, which set aside the earlier punishment and departmental action, terming the proceedings illegal and biased.

The case dates back to May 2017, when Singh was suspended over allegations of leaving headquarters without permission using a government vehicle and misconduct under the influence of alcohol. Although he was reinstated in July 2019, five salary increments were withheld as punishment. Singh challenged the penalty before the High Court, which quashed the order in May 2025.

Acting on legal advice, the Bihar Home Department formally cancelled the penalty orders in October 2025 and clarified that Singh stands free from suspension from the stated date. Singh is currently posted as senior district commandant in Munger.

However, the department has decided to initiate fresh disciplinary proceedings against him, appointing new inquiry and presenting officers in line with court directions and service rules.
