Bihar Land Registration Fees to Rise Fourfold From April 1

Buying land in Bihar is set to become significantly more expensive from April 1, as the state government implements revised valuation rates that will raise registration and stamp duty charges by three to four times. The decision follows long-pending revisions to official land valuations, which the government says were far below prevailing market prices, causing substantial revenue losses.

Under the new system, land that earlier attracted a stamp duty of around ₹10,000 may now require ₹40,000–₹50,000 for registration. The revised rates will apply uniformly across rural and urban areas. Officials argue the gap between market value and government valuation had widened sharply, especially in residential and commercial zones where development has surged.

However, the move has triggered concern among buyers and opposition parties, who say the steep hike will disproportionately impact poor and middle-class families. Critics argue that many households save for years to purchase land and have urged the government to introduce differential slabs for economically weaker sections. Calls are growing for a more balanced approach that protects revenue without pricing ordinary citizens out of the property market.
