Farmer ID Bottlenecks Put Bihar Welfare Schemes at Risk

Farmer welfare delivery in Bihar is facing serious challenges as the rollout of Farmer IDs remains sluggish, largely due to unresolved land partition and mutation issues. Official data show that only 1.385 million Farmer IDs have been generated so far, while more than 7.5 million farmers are registered beneficiaries under the PM-Kisan Samman Nidhi. This gap has created uncertainty among farmers over continued eligibility for the scheme.

Administrations, including Patna, have clarified that Farmer IDs can only be issued after land mutation in the applicant’s name, which in turn requires formal family partition. In families where land disputes persist or mutual consent is lacking, farmers are forced to make repeated visits to government offices.

The situation is particularly worrying in districts such as East Champaran, Siwan and Saran, where Farmer ID coverage is below 0.5 percent. Although the government has launched registration camps and online portals to speed up the process, officials admit that without resolving core land record issues, progress will remain slow. Experts warn that unless reforms accelerate, a large number of farmers could be excluded from PM-Kisan payments in the coming months.
