The Bihar government has announced a major initiative to speed up and streamline the distribution of health cards under the Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana and the Chief Minister Jan Arogya Yojana. The move aims to address long-standing complaints from eligible beneficiaries who have been unable to access the schemes due to delays in card issuance.
Under the new system, the state has authorised selected private agencies to generate Ayushman cards through door-to-door visits. To ensure smooth execution, Bihar has been divided into three operational zones—north, south, and central Bihar. Agency personnel will identify eligible beneficiaries, verify required documents on the spot, complete formalities, and issue cards immediately at their homes.
Earlier, beneficiaries were required to apply online and submit documents through a time-consuming and often complicated process, which led to slow progress and exclusion of many families. According to official data, Bihar has around 1.69 crore eligible families, covering nearly 8.45 crore beneficiaries. However, only about 4.12 crore Ayushman cards have been issued so far, leaving nearly 50 percent of beneficiaries without coverage.
Concerned over the slow pace, the Bihar government decided to involve private agencies to ensure last-mile delivery. Officials said the initiative will improve transparency, reduce procedural hurdles, and ensure that every eligible family can access free healthcare benefits under the schemes.
